Graduated in Public Administration Sciences, he began his professional career in 1984 as a business executive in the media and communicate ons sector, a role he held until 1993.

In 1994, he was a founding member of Forza Italia and served as Regional Coordinator for Forza Italia Campania, a position he held until May 2005.

He was elected to the Chamber of Deputies during the 12th Legislature, where he served on the Budget Committee and was appointed Chair of the Opinions Committee of the same parliamentary body.

During the same legislature, he was also a member of the Parliamentary Committee for the Reorganization of the Italian Broadcasting System.

In the 13th Legislature, he was re-elected as a Member of Parliament and served on the Foreign Affairs Committee and the Anti-Mafia Committee.

From 1995 to 1998, he was appointed Member of the Board of Directors of the Teatro di San Carlo Foundation, and from 1997 to 2006 he was elected City Councillor of Naples.

At the Forza Italia Congress in Assago (May 1998), he was elected Member of the Party Presidency Committee.

In the 14th Legislature, after being elected once again to the Chamber of Deputies, he was appointed Undersecretary of State for the Environment, serving from May 2001 to December 2004.

From December 2004 to May 2006, he held the position of Deputy Minister for Cultural Heritage and Cultural Activities.

In May 2005, he was appointed by the Hon. Silvio Berlusconi as Member of the President’s Advisory Council of Forza Italia.

From 2001 to 2006, he also served as President of the Parliamentary Association for Friendship and Cooperation between Italy and China.

In the 15th Legislature, he was once again elected to the Chamber of Deputies and became a member of the Committee on Culture, Science and Education.

From July 2010, he served as President of Mistral Air S.r.l., a company owned by the Poste Italiane Group.

In September 2010, he was elected by the Chamber of Deputies as Commissioner of the Authority for Communications Guarantees (AGCOM).
He was reconfirmed in the same role in July 2012.

He held this position and served as a member of the Services and Products Committee until February 2020.

From March 2020 to March 2021, he was a Member of the Advisory Board of an independent London-based investment fund operating in the asset management sector, with active management of a selected range of UCITS V and Alternative products.

From March 2020 to April 2023, he acted as Senior Advisor on Environmental, Social & Governance (ESG) matters for leading banking institutions, corporations, and non-profit organizations.

From September 2021 to June 2023, he served as Head of Institutional Customers for the Milano Cortina 2026 Foundation.

On 30 December 2022, he was appointed President of TIM’s Supervisory Body on Equal Network Access.

From August 2023 to June 2025, he served as President of Grandi Stazioni Immobiliare, a company within the Ferrovie dello Stato Italiane Group.

Since April 2024, he has been President of Audiradio S.r.l., an independent company established as a Joint Industry Committee (JIC).

From July 2024 to June 2025, he was a Member of the Board of Directors of Condotte 1880 S.p.A.

Since June 2025, he has served as Chairman of the Board of Directors of LIS PAY S.p.A., a company of the Poste Italiane Group.

From 2011 to 2016, he was Lecturer in Information Law within the Degree Programme in Communication Sciences at the Faculty of Education of Suor Orsola Benincasa University of Naples.

From 2014 to 2016, he delivered graduate-level lectures in Culture and Television Industries for the Degree Programme in Media, Digital Communication and Journalism at Sapienza University of Rome, and contributed to the second-level University Master’s Programme in Competition and Innovation Law at LUISS School of Law.

From 2016 to 2022, he served as Extraordinary Professor of Sociology at UniPegaso University.

During the same period (2016–2019), he taught Information Law in the Global Era in the Degree Programme in Communication Sciences at Suor Orsola Benincasa University.

From October 2019 to 2022, he was Lecturer in Communications Law at the Faculty of Arts, Tourism and Markets of IULM University of Milan.

From 2023 to 2025, he has taught Sociology at UniPegaso University and since 2023 he has been Lecturer in Information Law at LUISS University.

A frequent speaker at numerous national and international conferences, he is the author of many articles published in daily newspapers and peerreviewed academic journals.

In the field of ESG, he authored the following research works:
